Shanxi province has introduced measures to advance the productive service industry toward specialization and high-end value chains and to raise the quality and diversification of the life service industry, aiming to build a new system of high-quality and efficient services.

In modern logistics, Shanxi will continue to promote the development of national logistics hubs in Taiyuan, Datong, and Linfen. The province will also facilitate the transformation of railway freight into railway logistics and support the regular operation of express freight trains for enterprises in the coal, coke, and steel industries.

The province also plans to optimize and adjust the layout of provincial innovation platforms, establish two new provincial laboratories, and accelerate the reorganization of key provincial laboratories in engineering manufacturing, biological agronomy, and medical health.

In addition, it will implement special actions to boost consumption and introduce a diverse array of innovative consumption experiences. Efforts will be made to cultivate multi-level urban consumption centers, accelerate the digital transformation of pedestrian streets, key commercial areas, and large retail enterprises, and advance the construction of "15-minute convenient living circles".

Furthermore, Shanxi will enrich the "cultural tourism+" business model, deepen the development of cultural tourism and health care clusters, and develop unique forms of tourism such as low-altitude tourism and industrial tourism. The province will continue to promote the development of smart scenic spots, ensuring comprehensive coverage of electronic maps, intelligent navigation and online bookings in key tourist areas.

Lastly, it will continue the construction and renovation of 50 urban community elderly care projects, 50 regional elderly care centers, and 100 elderly canteens to increase the coverage of urban and rural elderly care facilities.
