Shanxi province has issued the "2025 Provincial Plan for the Net Increase of Industrial Enterprises Above the Designated Size", setting targets to add 500 new industrial enterprises above the designated size and achieve a net increase of 200 enterprises by the end of the year.

The plan outlines establishing a comprehensive database of small industrial enterprises and a key cultivation database for enterprises transitioning to above the designated size. The plan also focuses on the province's "Year of Major Project Construction" initiative and the implementation of the "Project Signing, Commencement and Launch" work in development zones. The plan also supports the upgrading of similar small industrial enterprises through mergers and acquisitions, and encourages large, strong individual businesses to transition above the designated size.

On the policy incentive front, Shanxi will reward each industrial enterprise that successfully transitions to above the designated size for the first time with 300,000 yuan ($41,720). For eligible strategic emerging industries, the reward will be increased by 30 percent on top of the initial transition incentive.

Shanxi will enhance financing mechanisms for small and micro enterprises and offer specialized financing guarantee services to key enterprises transitioning above the designated size and those that have been recently recognized. The province will also organize participation in online and offline exhibitions to help small enterprises build brands and secure orders. 

Key enterprises transitioning to above the designated size will be supported in attending advanced management training programs for private enterprises to enhance their operational and management capabilities. Shanxi will establish regular communication mechanisms with private enterprises and a leadership service mechanism to provide comprehensive support for the development of these enterprises.
