The Shanxi Development and Reform Commission has released the "2025 Action Plan for Shanxi Market Infrastructure Construction", emphasizing the creation of an efficient market infrastructure network to support high-quality development.

To accelerate comprehensive transportation systems, the plan aims to expand high-speed rail coverage, expedite the construction of the Xiong'an New Area to Xinzhou high-speed rail project, and initiate projects such as upgrading the Taiyuan-Suide and Datong-Xi'an high-speed rails.

In developing a modern logistics system, the plan will support Taiyuan in becoming a national logistics hub and accelerate the construction of large suburban warehouse bases in Taiyuan and Datong. The plan also focuses on building a cold chain logistics network centered around national cold chain logistics bases in Jinzhong and Yuncheng. Efforts will also be made to achieve full coverage of rural logistics services.

The plan encourages development zones to attract industry transfers from the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area. It also calls for the effective use of various industrial transfer platforms.

To promote digital infrastructure construction, the plan advocates the extensive use of next-generation information technologies such as 5G, cloud computing, and artificial intelligence to modernize infrastructure in industry, energy, transportation, logistics, municipal services, and urban management. This will help form a networked, intelligent, service-oriented, collaborative infrastructure system.

The plan also aims to boost consumer infrastructure by upgrading urban commercial facilities, accelerating the development of county-level commercial complexes, and promoting high-quality rural e-commerce. It also seeks to integrate cultural, tourism, and commercial facilities at the county level.
