Shanxi province has issued the "Implementation Opinions on Actively and Orderly Undertaking Manufacturing Industry Transfer", aiming to attract manufacturing industry transfers, accelerate the construction of a modern industrial system, and promote regional coordinated development.

The equipment manufacturing sector will focus on intelligent coal machinery, rail transit equipment, new energy equipment, and energy-saving and environmental protection equipment, attracting related industries to enhance the technological level of products and basic components.

The electronic information industry will prioritize areas such as semiconductors, information technology, computing power, and photovoltaics. The province aims to incubate and nurture technology-based small and medium-sized enterprises and innovative companies, accelerating the development of emerging and future industries.

Shanxi will strengthen platforms for undertaking industrial transfer, promote the specialized and differentiated expansion of development zones, and guide industries to cluster in economic and technological zones, high-tech industrial zones, chemical parks, and specialized towns.

The province will expedite the application for a free trade pilot zone, utilizing international cooperation industrial parks, processing trade industrial parks, and bonded areas to undertake gradient transfers in the processing trade. It will actively participate in the industrial cooperation of the Belt and Road Initiative, attracting industrial transfers from Japan, South Korea, and Southeast Asia.

To ensure smooth implementation, Shanxi will focus on improving industrial transfer service systems, strengthening the guarantee of industrial transfers, and perfecting work promotion mechanisms, achieving effective results in attracting manufacturing industry transfers.
