Shanxi's 'Entrepreneur's Home' service system makes national list

The "Entrepreneur's Home" service system from Shanxi Transformation and Comprehensive Reform Demonstration Zone was honored as one of the "Top 100 Business Environment Cases in China Development Zones (2025)" released at the 2025 China Development Zone Business Environment Conference on Sept 7.
As the demonstration zone's core initiative, the "Entrepreneur's Home" service system deepens the "One-stop Business Start" reform pilot, innovating investment attraction mechanisms and service models. It offers businesses a full lifecycle service from initial contact to establishment, enhancing the zone's reputation as a prime development area.
To help businesses operate more efficiently, the zone has introduced practical and supportive measures. A "Business Startup Package" covers the costs of obtaining business licenses and receiving seal engravings, among other high-demand services, benefiting over 2,300 companies to date.
To meet diverse business needs, the zone offers a "Value-added Service Card" that integrates resources across nine key areas, including policy consultation, financial support, and legal services. Companies can access these services conveniently through a simple QR code scan.
Furthermore, with the "Entrepreneur's Home" as the core service platform, the zone has developed a comprehensive service ecosystem both online and offline. This approach actively facilitates networking, investment negotiations, and industrial cooperation, closely aligning with business development needs.
The zone has also streamlined 13 project pre-construction approval processes into a single one-stop process. This reform, managed under a "Single Seal Approval" system, has reduced approval times from 187–245 working days to just 37–62 days, improving efficiency by over 80 percent.
