Under the guidance of China's "dual carbon" goals, Shanxi province is making significant strides in transforming its traditional industries – coal, steel, coking, and power – toward a greener, low-carbon future through policy support and technological innovation.

The province has achieved a 12.7 percent reduction in energy intensity over the first four years of the 14th Five-Year Plan period (2021-25), making it a national leader in this regard. Notably, Jishan county has emerged as the first national pilot for energy performance contracting, creating a replicable "Jishan Solution" for other regions.

Efforts to control coal consumption are well underway. Shanxi is systematically phasing out outdated coal-fired power units, and has completed over 70 million kilowatts of coal power unit upgrades. The province has also advanced clean heating initiatives, retrofitting 6.92 million households, resulting in an annual reduction of over 6 million metric tons of scattered coal combustion.

Charging infrastructure is expanding rapidly. Shanxi has built 123 battery swap stations, 8,847 public charging stations, and 95,000 public charging piles. This infrastructure supports the charging needs of 700,000 new energy vehicles and marks the first complete coverage of public charging piles in townships and sub-districts among northern provinces.

Shanxi plans to further optimize its energy consumption structure, accelerate energy-saving upgrades in key industries, and promote large-scale equipment updates and new technology iterations. The province aims to explore new pathways for the clean and efficient use of coal, facilitate electricity substitution, and comprehensively enhance energy utilization efficiency.
