The Foreign Affairs Office of Shanxi Province has used its diplomatic resources to invite guests to the 2025 Taiyuan Energy Low Carbon Development Forum (TELC), with 116 international delegates from 32 countries and regions confirmed to participate.

International guests include high-ranking officials from Hungary, Cuba, North Macedonia, and Bulgaria; ministerial-level officials from Italy and Serbia; leaders of friendly provinces and local governments from Romania and Mongolia; envoys from Chile and the United States; and representatives from international and regional organizations such as the chairman of the World Energy Council and the deputy secretary-general of the Shanghai Cooperation Organization.

The office has also planned a series of bilateral and multilateral diplomatic activities, such as the Shanxi-Foreign Envoys Roundtable and the Guest Country Forum.

Cuba will participate as the guest-of-honor country, co-hosting the Guest Country Forum and related events with Shanxi. Cuba will share its experiences and insights in sustainable energy, aiming to enhance multi-level exchanges and cooperation in the energy sector. Together, Cuba and Shanxi will address climate change, pursue a green low-carbon transition, and discuss the future of global energy.

The office will also organize visits for international guests to Shanxi's comprehensive energy reform projects, green low-carbon demonstration projects, technological innovation platforms, and historical and cultural sites, deepening practical exchanges and cooperation between Shanxi and the world.
