Shanxi takes measures to support development of teachers
Over the years, North China's Shanxi province has been steadily increasing fiscal and financial support to improve teachers' welfare and strengthen their training as part of its efforts to build a high-quality teaching workforce, according to the province's Department of Finance.
The province has implemented mechanisms to ensure that teachers' salaries in compulsory education are not lower than the average salary of local civil servants. Policies such as living allowances for rural teachers and salary supplements for those involved in Special-Post Teachers Program have been enacted, benefiting 16,000 rural teachers and over 7,600 special-post teachers annually.
Reforms have been carried out on the funding system for colleges and universities in the province, granting more financial autonomy to the institutions to stimulate innovation and creativity among university teachers.
The province has also focused on strengthening teachers' training, with financial support provided for national and provincial training programs for teachers of kindergarten, primary and middle and schools to cover expenses such as accommodation, meals and training.
The province also supports vocational colleges in improving teacher quality. University faculty members are encouraged to engage in exchanges and collaborations, with subsidies for excellent teacher training and quality course development, as well as funding for overseas study and research upon return.
To enhance the quality of future teachers, the province has raised the per-student funding standard for teacher education programs at eight provincial normal universities by 30 percent compared to other disciplines.
