Shanxi province has launched several medical enhancement initiatives to strengthen its grassroots healthcare network, ensuring that all village clinics meet basic healthcare standards and provide community health services throughout urban areas.

To enhance diagnostic and treatment capabilities at the county level, the province has launched a three-year action plan to strengthen the comprehensive capabilities of county-level medical institutions. All county hospitals currently meet secondary hospital standards, with 37 either meeting national standards or achieving tertiary service capabilities, marking a significant improvement in county-level healthcare services.

The province also emphasizes the training of grassroots traditional Chinese medicine (TCM) practitioners. Provincial TCM experts have partnered with 3,642 county and township healthcare workers, and over 20,000 village doctors have gained essential TCM service skills. Additionally, 100 suitable TCM techniques have been introduced at the grassroots level, benefiting thousands of residents.

The province has now achieved complete coverage in county-level TCM hospitals, grassroots TCM clinics, and TCM practitioners. Twelve measures have been introduced to promote high-quality integration of Chinese and Western medicine, leading to the establishment of 25 national TCM specialties, 62 "dual specialty and one center" facilities, and 100 provincial TCM specialties.

The province is also expanding access to quality healthcare services by constructing regional medical hubs. The provincial government has implemented 36 policies to support the development of national regional medical centers and has applied to establish four national and four provincial centers, with the goal of building a comprehensive network for treating complex and critical illnesses across the province.
