Shanxi boosts early childhood education with increased funding

The Shanxi Provincial Department of Finance has allocated 1.06 billion yuan ($148.16 million) in central and provincial funds for 2025, marking a 21.2 percent increase over the previous year. This funding aims to bolster the accessibility of early childhood education across the province.
Starting from the fall semester of 2025, public kindergartens will waive tuition fees for children in their final year of preschool. Private kindergartens approved by education or administrative service departments will reduce their fees to match the waiver levels of local public kindergartens.
To ensure children in their final preschool year benefit from these new policies as the school year begins, the province has proactively allocated 251 million yuan in subsidies. This funding will support 276,000 children across the province, ensuring they have full access to the policy's benefits.
The province will also allocate 806 million yuan in quality enhancement subsidies through a combined factors and project-based approach. This considers various factors, including the number of enrolled children, qualified teachers, migrant children, and families facing economic hardship in each city and county. The funds will support the construction and expansion of public kindergartens, improve the quality of education and care, enhance conditions in affordable kindergartens, and strengthen support for economically disadvantaged children and other groups.
