The living allowances are post-tax, and the research funds are allocated for self-selected projects.

The provincial government, through departments such as the publicity department and the science and technology department, will incorporate outstanding PhD and postdoctoral research projects into the provincial basic research plan or the provincial philosophy and social sciences planning youth special projects, with a project approval rate of no less than 20 percent. These projects will be managed according to current research funding regulations.
