Shanxi makes strides in addressing urgent public concerns

During the 14th Five-Year Plan period (2021-25), Shanxi province has made significant strides in addressing urgent community needs through comprehensive social welfare initiatives. The provincial civil affairs system has enhanced public wellbeing by focusing on universal and foundational social welfare issues, achieving the plan's objectives.

In social assistance, the scope of beneficiaries has expanded beyond low-income and impoverished individuals to include families on the brink of poverty and those facing rigid financial challenges. The approach to assistance has evolved from solely material support to a combination of material aid and services. Child welfare efforts have also broadened, extending from orphans to children without guardians, as well as left-behind and migrant children.

In elderly care services, Shanxi has pioneered provincial legislation for community-based home care. For six consecutive years, the provincial government has prioritized the development of community elderly care facilities as a key public initiative. Currently, Shanxi is home to 1,291 elderly care institutions and 9,721 day-care facilities, marking increases of 29 percent and 22 percent since 2020, respectively.

Specialized social services have seen continuous improvement. Integrated services for marriage registration, household relocation, and birth registration have been streamlined, with marriage and family counseling rooms and registration halls now available at the county level.

Social organizations have become more dynamic, with 5,116 new registrations, bringing the total to 19,600 active organizations engaged in economic development, rural vitalization, and philanthropy. These organizations have collectively invested 3.7 billion yuan ($519.86 million) and created 22,000 jobs, playing a crucial role in optimizing the business environment, and participating in social governance.
