Shanxi creates over 2.3m new urban and rural jobs

During the 14th Five-Year Plan period (2021-25), Shanxi's human resources and social security system made significant strides in employment, social security, talent development, and labor relations, contributing to the province's high-quality development.

Shanxi has enhanced grassroots employment services by establishing gig markets and entrepreneurship financing stations throughout its counties, as well as employment service points in towns and villages. The province hosts over 5,000 online and offline job fairs annually. As a result, more than 2.3 million new urban and rural jobs have been created – exceeding the planned targets.

By the end of September this year, Shanxi had achieved its "14th Five-Year Plan" goals ahead of schedule, with 27.41 million people enrolled in basic pension insurance, 5.82 million in unemployment insurance, and 6.75 million in work injury insurance. The basic pension insurance coverage rate remains above 95 percent, and the cumulative surplus of the three social insurance funds exceeds 265.9 billion yuan ($37.53 billion).

The province is vigorously promoting a "Skilled Society" initiative, with the total number of skilled workers now reaching 5.89 million. Development of postdoctoral platforms is also significant: 115 postdoctoral research stations and workstations, along with 64 innovation practice bases, have been established, resulting in a doubling of postdoctoral researchers over the past three years.

Shanxi has raised the minimum wage three times, increasing it by 26.5 percent since the end of the 13th Five-Year Plan period (2016-20), and has published enterprise wage guidelines for five consecutive years. The province has also fully implemented labor contract systems and improved multi-channel labor dispute resolution mechanisms.
