Shanxi charts 2026 blueprint for enhancing public welfare

As 2026 marks the beginning of the 15th Five-Year Plan (2026-30), Shanxi province is set to introduce a series of measures to improve key areas such as elderly care, social assistance, and social governance, aiming to provide more targeted, inclusive and efficient services to the people of Shanxi.
During the period, the province aims to better protect the rights of the elderly, develop the silver economy, and enrich the cultural lives of older adults. Additionally, it aspires to become a national destination for elderly tourism and wellness.
Efforts will be made to integrate home-based, community, and institutional elderly care services, promoting a seamless blend of medical and care services, while addressing gaps in rural aid for the elderly.
The province's civil affairs system will continue to improve the social assistance framework by enhancing temporary assistance policies. This includes the implementation of emergency aid for urgent needs and the development of service-oriented social assistance programs to meet the diverse and personalized needs of disadvantaged groups.
Shanxi will also optimize its dynamic monitoring information platform for social assistance, integrating data from multiple departments to proactively identify individuals in need. This initiative aims to establish an assistance system in which policies are uniquely tailored to individuals and households.
To improve child welfare, the province will not only strengthen support for orphans and children without guardians but also extend its focus to left-behind and migrant children, as well as those in need of mental health assistance.
Moreover, it will promote the development of philanthropy, enhancing the "Charity in Shanxi" brand and encouraging broader social participation in public welfare initiatives.
