Chen Guanghua, a member of the Shanxi Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC) and chairman of Shanxi Great Wall Electric Co, participated in grassroots activities and research aimed at boosting the high-quality development of small and medium-sized enterprises (SMEs) and micro-businesses in 2025.

"As a private entrepreneur, I am always looking for ways to promote the digital transformation of SMEs and micro-businesses," Chen said. During his visits and research, he discovered that nearly 60 percent of such enterprises in the province still rely on traditional management systems, facing significant challenges in digital transformation and often feeling "unwilling, unable, or unsure" about making the transition.

In response to these challenges, Chen leveraged his company's successful digital transformation experience to propose a solution. His proposal, "Challenges and Strategies for the Digital Transformation of Key Small and Medium-sized Enterprises and Micro-businesses," was prioritized by the CPC Shanxi Provincial Committee and received significant attention from the Shanxi Provincial Department of Industry and Information Technology. This led to the rapid establishment of special support funds, providing essential policy and financial support to SMEs and micro-businesses.

"Several SMEs have already completed their initial digital transformation using these support funds," said Chen. "Seeing my proposal recognized and issues being addressed step by step gives me a tangible sense of achievement, reinforcing my commitment to serving the public."
