Shanxi's reform and opening-up drives economic vitality

Shanxi province focused on State-owned enterprise (SOE) reform, foreign trade enhancement, and business environment optimization in 2025 to transform reform and opening-up into a powerful engine for high-quality development.

An implementation plan was launched to enhance the "cost, technology, and market" competitiveness of provincial enterprises, boosting the core competitiveness of SOEs and expanding their development space.

Shanxi's SOEs have established 14 original technology hubs and built 27 national and 226 provincial innovation platforms. They actively participated in national innovation consortia in 2025, achieving breakthroughs in smart mining, computing hubs, high-end equipment manufacturing, and sodium-ion battery technology.

The province has also introduced support measures to stabilize foreign trade growth. Efforts to support the export of new energy vehicles, lithium batteries, and photovoltaic products continued last year, alongside the "1,000 Enterprises, 100 Exhibitions" initiative to further explore and tap foreign markets.

By the end of 2025, the number of enterprises with strong import and export performance reached 2,471, an 18.6 percent increase from the previous year. Key exports, including agricultural products, fertilizers, glass products, and automobiles, maintained steady growth.

To further enhance the convenience of doing business in the province, Shanxi had also developed an integrated service system for the simultaneous production, issuance, and use of electronic business licenses and seals, simplifying the submission of post-establishment approval materials and signature processes, and continuously optimizing the business environment.
