2026 Shanxi Government Report emphasizes building new energy system

The 2026 Shanxi Government Work Report has placed a strong emphasis on promoting the energy transition. During the 13th Shanxi Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC), topics like "energy transition" and "building a new energy system" sparked heated discussions among committee members, who affirmed their commitment to advancing Shanxi's energy transformation.
"The government's report emphasizes the energy transition, providing a clear path for developing coal, coal power, and other industries in Shanxi," stated Cao Yang, chairman of Shanxi International Energy Group Co. He affirmed the group's commitment to reducing coal consumption in thermal power, upgrading coal power, and enhancing clean energy services by expanding new energy projects.
The report calls for accelerating the transformation of energy production, consumption, and development to establish the foundation for a new energy system. This aligns with the long-standing focus of Gao Li, chairman of Shanxi Ruichengda Huanneng Technology Co, who has been deeply involved in ecological and environmental protection efforts, particularly in wastewater treatment technology and low-carbon transformation.
Gao highlighted a critical issue: "Currently, less than 5 percent of wastewater treatment plants in the province have photovoltaic installations, leaving a lot of space unused." She proposed a "photovoltaic + compressed air energy storage" coupling model based on her company's technological practices.
"Utilizing new energy in the wastewater treatment industry is crucial for promoting the energy transition, reducing carbon emissions, and expanding green initiatives in our province," said Gao. She expressed hope that the coupling model would provide robust support for Shanxi's "dual carbon" goals and sustainable development.
