Shanxi unveils upgraded county healthcare integration reform

Shanxi province is set to implement a targeted grassroots healthcare enhancement initiative this year, aiming to upgrade county-level healthcare integration and strengthen the foundation of the province's healthcare services.

Key focuses include developing five major centers: clinical services, emergency care, resource sharing, traditional Chinese medicine (TCM), and management. Efforts will also be made to establish central pharmacies, prescription review centers, and shared TCM pharmacies, boosting the comprehensive service capacity of county healthcare groups.

A project to upgrade the compact county medical consortium is underway, with plans to select 30 counties over two years to serve as demonstration models, effectively addressing common and routine diseases at the grassroots level.

Shanxi will select 500 county-level medical personnel for advanced training in higher-tier hospitals and will deploy over 500 experts from tertiary hospitals for long-term support. These experts will provide regular mobile medical services at the county, township, and village levels, establishing a multi-tiered, widely accessible routine medical service system.

The province is also enhancing grassroots medical service capabilities by advancing the comprehensive capacity of county-level medical institutions, focusing on strengthening weak specialties and developing those related to high external referral rates.
