Shanxi province committed 2.75 billion yuan ($397.48 million) to support major projects in the cultural and tourism sectors during the 14th Five-Year Plan period (2021-25), aiming to drive high-quality development in these industries.

A total of 626 million yuan was allocated to promote Shanxi's cultural and tourism resources, including funding for events such as the Shanxi Cultural Industries Fair and the Shanxi Tourism Development Conference, enhancing the investment appeal of Shanxi's cultural industry.

A special provincial fund for cultural industry development was established, with 210 million yuan earmarked to support the transformation and upgrading of key provincial cultural enterprises, the cultivation of emerging cultural industries, and the construction of cultural industrial parks and bases. 

Another 179 million yuan, including central government funds, was dedicated to the development of the film industry, supporting the growth of cinemas in counties and towns and the hosting of the Pingyao International Film Festival to promote a sustainable film market.

Shanxi also allocated 462 million yuan to attract tourists, develop tourism routes, and offer ticket discounts at A-level scenic spots, supporting the high-quality development of Shanxi's cultural and tourism sectors.

A total of 477 million yuan was designated for cultural tourism and wellness rewards from 2023 to 2024, including 300 million yuan for the creation of 10 cultural tourism and wellness clusters and 170 million yuan for 15 newly established demonstration zones.
