Taiyuan city in Shanxi province has ranked 12th for low-altitude economy policy support, placing it in the top tier nationwide, according to the China Urban Low-Altitude Economy High-Quality Development Index (2026) recently released by Wuhan University.
The index constructed a comprehensive evaluation system comprising primary indicators such as industrial empowerment, policy support, and basic conditions, which reflects the development trends of the low-altitude economy across Chinese cities. Among 297 cities nationwide, Taiyuan ranks 26th for overall evaluation.
Taiyuan has established a policy support system led by provincial policies, driven by city-level action plans, and promoted through multi-departmental collaboration. At the provincial level, several encouraging measures have been implemented, including a reward of up to 10 million yuan ($1.45 million) for enterprises that obtain general aircraft type/production certificates.
The city's core action plan focuses on key tasks such as developing low-altitude economic industry clusters, creating application demonstration scenarios, and strengthening infrastructure systems, aiming to exceed 10 billion yuan by the end of 2027.
