Shanxi is intensifying efforts to deepen its energy revolution as it enters the 15th Five-Year Plan (2026-30) period, ensuring national energy security while comprehensively transforming energy production, consumption, and development, and aiming to become a strong energy hub.

A diverse, intelligent, and green energy supply system is taking shape, as the province commits to elevating the coal industry from low-end to high-end production and transforming coal products from basic fuels to high-value commodities. Efforts are also underway to upgrade coal-fired power generation and to construct a new power system, with strategies including developing large-scale wind and solar energy, establishing an unconventional natural gas industry cluster, and advancing hydrogen energy development.

Emphasizing the integrated development of energy and energy-consuming industries, Shanxi encourages the development of new, efficient energy-use scenarios and actively promotes the "green electricity + advanced high-energy-consuming" industrial integration strategy to convert its abundant energy resources into industrial and economic advantages.

Focus is also on energy technology innovation, with consortia comprising upstream and downstream enterprises and research institutions that drive technological transformation, foster new business models, and transition Shanxi from an energy-rich province to an energy powerhouse.
