Updated: 2026-03-13
Shanxi province has outlined its educational development roadmap for 2026, focusing on optimizing the educational ecosystem, enhancing public service quality, strengthening industry-education integration, accelerating the development of higher education, building a robust teaching workforce, and advancing educational governance.
A new round of the "Billion-Yuan Project" will be launched this year, with 1.18 billion yuan ($170.69 million) allocated to support 82 high school construction projects, 2.6 billion yuan for 31 higher education projects, and 500 million yuan to create 28,000 job opportunities for university graduates.

High-quality educational resources will continue to be distributed more evenly, with initiatives like "one policy for one county" and "one plan for one school" aimed at revitalizing county-level schools. This approach seeks to ensure equitable and quality education for every child. Furthermore, a student mental health promotion initiative will be launched, alongside comprehensive coverage of aesthetic education and labor practices.
Shanxi will also advance the operation of education consortia and specialized industry colleges, aligning course designs with job market needs. Universities are encouraged to translate research into practical applications, shifting from isolated exploration to collaborative innovation, thereby turning creative ideas into tangible industrial outcomes.
Teacher development and educational digitalization are also highlighted. A three-year action plan for teachers' digital professional development will be rolled out, and a one-stop "AI Education Service Zone" will be launched, with AI literacy education integrated across all educational stages.
