Shanxi province has introduced the "Action Plan for Systematic Promotion of Technology Industrialization (2026-2028)" to address challenges in translating scientific achievements into practical applications. The plan aims to provide robust technological momentum for the province's economic transformation.

The three-year plan targets six critical dimensions of technology industrialization: output, industrial adoption, platforms, transfer, finance, and ecosystem. It outlines six specialized actions and 20 key tasks to establish a technology industrialization system unique to Shanxi.

By 2028, the province aims to build a system led by enterprises, driven by practical applications, empowered by finance, and characterized by efficient collaboration. Shanxi targets a technology contract transaction volume of 55 billion yuan ($8.05 billion), with an annual growth rate of about 20 percent, significantly increasing technology transaction activity.

The plan also includes the local application of over 100 major scientific achievements that support national strategies and Shanxi’s transformation. Additionally, more than 100 innovation platforms, such as concept verification centers, pilot bases, technology business incubators, and innovation consortia, will be established and improved.

Shanxi also aims to incubate over 2,000 technology-based enterprises, further strengthening the province's technological innovation landscape. It also focuses on developing more than 1,000 specialized and versatile technology managers to address the talent gap in technology industrialization.

This action plan marks a significant step in moving technological achievements from the "laboratory" to the "production line". It provides solid technological support for fostering new quality productive forces and accelerating the transformation of Shanxi's resource-based economy.
