Shanxi enhances elderly care services and the silver economy

In recent years, Shanxi has focused on addressing its aging population by continuously improving its elderly care system and bolstering the silver economy, aiming to steadily enhance the sense of gain and happiness among older residents.

During the 14th Five-Year Plan period (2021-25), Shanxi improved service supply by coordinating urban and rural resources and advancing the integration of its elderly care and medical services. The province has established a three-tier elderly care service network covering counties, townships, and villages.

In addition, Shanxi has fostered the development of related industries such as health education, rehabilitation, wellness, and medical care, addressing gaps in services like housekeeping, health, sports, and cultural leisure.

Furthermore, Shanxi continues to implement preferential pricing for water, electricity, gas, and heating for elderly care institutions, while strengthening the regulation of service fees and prepaid deposits, reducing operational costs, and safeguarding the legal rights of the elderly.

Looking ahead to the 15th Five-Year Plan period (2026-30), Shanxi aims to strategically utilize central budget investments and local government special bonds to advance elderly care projects.

A three-year action plan for the high-quality development of the silver economy will also be formulated to tap into consumer potential, enhance product innovation, and drive the expansion and quality improvement of the elderly care service industry.
