Shanxi has made significant strides in strengthening its foundational research capabilities in recent years, with a focus on cutting-edge fields such as artificial intelligence, quantum information, and integrated circuits.

By implementing major scientific and technological initiatives and optimizing the strategic layout of laboratories, research institutions, high-level research universities, and leading tech enterprises, Shanxi has infused robust momentum into its high-quality development.

As of now, the number of national-level innovation platforms in Shanxi has increased from seven at the end of the 13th Five-Year Plan period (2016-20) to 15. Notable national innovation platforms include the National Supercomputing Center in Taiyuan, the National Technology Innovation Center (Shanxi) for the Third-Generation Semiconductor, and the China-Belarus Belt and Road Joint Laboratory on Electromagnetic Environmental Effects.

These laboratories have established regular demand-matching mechanisms centered around industry needs. Their success is measured by the number of key industrial challenges solved and results transformed, ensuring that innovation results are ultimately commercialized within the industrial chain.

Shanxi has also strengthened talent cultivation by establishing a framework for the integrated development of education, science and technology, and talent. With 23 talent measures introduced, the province has attracted high-level professionals, selecting 53 leading figures in scientific innovation, 156 outstanding young talents, and 22 innovative teams.

Furthermore, 60 percent of foundational research projects are geared toward young talent, with over 40 percent of major projects appointing young experts as co-leaders. By continuously encouraging and supporting free exploration, a large-scale, well-structured talent pool is rapidly taking shape in the province.
