In a significant move to bolster economic growth, Shanxi province has earmarked 25.43 billion yuan ($3.74 billion) for its 2026 fiscal budget, targeting key sectors such as infrastructure investment, enterprise technology upgrades, new industrialization, energy utilization, and the high-quality development of small and medium-sized enterprises (SMEs).

The province has allocated 3.22 billion yuan to the development and reform sector, focusing on infrastructure projects, digital economy initiatives, the low-altitude economy, and the construction of a general aviation demonstration province.

In the industrial and information technology sector, 2.2 billion yuan will support the technological transformation and upgrading of local enterprises, as well as the cultivation of emerging and future industries. The government, in collaboration with nine Shanxi State-owned enterprises, will invest 2 billion yuan into a manufacturing revitalization and upgrading fund.

The transportation sector will receive 9.51 billion yuan to support the construction and maintenance of national and provincial highways, as well as rural road projects like the "High-quality Rural Roads" initiative.

For the development of the private economy, 400 million yuan has been allocated to provide interest subsidies for loans to small enterprises upgrading to the above-designated-size ones and rewards for standardized equity restructuring.

An additional 100 million yuan is designated for a special fund to support SMEs, particularly those with specialized and innovative capabilities, and those involved in entrepreneurship and innovation initiatives.
