Shanxi province has released a development plan to support eligible cities in accelerating the construction of provincial-level zero-carbon parks. The goal is to establish approximately 10 zero-carbon industrial demonstration zones by 2030.

Selected parks must complete the transition to clean energy usage, green industry practices, resource recycling, and smart operations within a four-year construction period. Key tasks include promoting low-carbon energy structures, accelerating new energy storage layouts, and exploring integrated applications of wind, solar, and hydrogen energy.

Additionally, the plan emphasizes strengthening corporate energy-saving and carbon-reduction management and constructing zero-carbon or ultra-efficient factories.

The initiative aims to cultivate a green, low-carbon industrial system, using zero-carbon parks as a platform to develop new quality productive forces. It seeks to cluster low-energy, high-value industries and guide energy-intensive sectors to regions with resource and energy advantages, exploring green transformation paths for traditional high-carbon industries.

The plan also focuses on the green transformation of buildings by implementing ultra-low and near-zero energy consumption standards to achieve carbon reduction throughout the building lifecycle.

Furthermore, a green transportation and logistics system will be developed, accelerating the electrification and clean energy transition of transport tools, enhancing charging infrastructure, and promoting efficient transport and smart scheduling to reduce energy consumption.

Parks listed in the provincial zero-carbon park development plan will undergo self-assessment upon completion of construction tasks. Successful evaluations can apply for acceptance from the Shanxi Development and Reform Commission, which, along with relevant departments, will conduct an assessment. Parks that pass this evaluation will be officially recognized as provincial zero-carbon parks.
