Shanxi works to integrate advanced manufacturing and modern services

The recently unveiled "Management Measures for the Integrated Development of Advanced Manufacturing and Modern Services in Shanxi Province" aims to systematically advance the upgrading of Shanxi's industrial structure and foster new drivers of high-quality economic growth.

The province plans to integrate manufacturing and services across technology, products, markets, and management, establishing a series of pilot regions and enterprises characterized by innovation capabilities and demonstration effects that will provide replicable practices to support the province's industrial transformation and upgrading.

The pilots will focus on six key areas: high-end equipment manufacturing, new materials, new energy and energy conservation, biomedicine, modern logistics, and the integration of culture and tourism. Eligible applicants for the pilot include cities, counties, districts, and provincial-level and above development zones, as well as manufacturing and service enterprises.

To qualify, pilot regions must have a solid industrial foundation and a strong advantage in manufacturing or services. In some counties and districts, manufacturing value should generally account for at least 20 percent of GDP. Pilot enterprises must demonstrate sound operations, robust R&D and service capabilities, and meet certain standards in service investment or income proportions.

The document also outlines various support measures, including land-use guarantees, financial support, talent acquisition, and enhancements to the innovation environment. Pilot units will undergo dynamic management, typically over a two to three-year cycle, with mid-term evaluations and final assessments to reinforce outcome-oriented approaches.
