The Ministry of Culture and Tourism has released the "15th Five-Year Plan for Building a Tourism Powerhouse", establishing a "Hub - Key - Specialty" three-tier tourism development framework. Among the selected cities, Taiyuan is designated as a tourism hub city, Datong as a key tourism city, and Pingyao as a specialty tourism destination.

As the capital of Shanxi province, Taiyuan stands out for its strategic central location and rich cultural resources, including the Jinci Temple, Tianlong Mountain, and Shuangta Temple; Datong is enhancing its cultural and tourism competitiveness with world-class attractions like the Yungang Grottoes and Xuankong Temple; while Pingyao leverages its Pingyao Ancient City and the Pingyao International Photography Festival to create a unique blend of culture and tourism.

The plan aims to refine the public tourism service system by 2030, continuously improving public satisfaction with tourism. It projects that domestic tourist trips will reach 8.3 billion, with total domestic tourism expenditure hitting 7.7 trillion yuan ($1137.92 billion). Meanwhile, international tourism influence is set to rise significantly, with inbound tourist numbers expected to reach 190 million and total spending exceeding $150 billion.
