Updated: 2026-07-23
Shanxi province has unveiled a series of initiatives to promote the high-quality development of the short drama industry, creating a comprehensive support system to make short dramas a new engine of economic growth in the province's cultural sector.
The measures focus on script creation, incentives, base development, digital empowerment, international dissemination, and financial support.
The policy offers tiered financial incentives to encourage original creativity. For script creation, works selected for national-level short drama projects and successfully filed can receive up to 100,000 yuan ($14,773). Additionally, premium dramas highlighting Shanxi's cultural tourism and intangible cultural heritage that are released on online platforms can receive up to 200,000 yuan per production.
Shanxi is also supporting the development of short drama industry parks and filming bases, as well as creator-focused studio communities. Demonstration bases can receive operational support of up to 5 million yuan.
The province emphasizes support for AIGC (Artificial Intelligence Generated Content) audiovisual technology. Market entities that build dedicated datasets and vertical AI models for short dramas are eligible for up to 5 million yuan in special funding. This initiative aims to facilitate intelligent filming, virtual production, and digital post-production, lowering creative barriers and enhancing production efficiency.
The policy also promotes international dissemination, supporting the overseas distribution of quality Shanxi short dramas. Projects selected as key national cultural exports can receive a one-time reward of up to 500,000 yuan, while award-winning entries at international film festivals can receive up to 100,000 yuan in subsidies.
