Xinzhou unveils blueprint for 15th Five-Year Plan period

Xinzhou city in Shanxi province has announced its ambitious blueprint for the 15th Five-Year Plan (2026-30) period, aiming to align with national and provincial development strategies while advancing high-quality growth and comprehensive transformation.

Xinzhou plans to build a diversified industrial structure. The city will focus on developing a high-quality grain base and establishing two major industrial clusters in new materials and specialized equipment manufacturing. Additionally, Xinzhou will enhance its cultural, tourism, and wellness sectors by creating premium tourist routes.

A key component of the plan is the green transformation of coal mines and the development of a new power system. By 2027, all operational coal mines in the city are expected to achieve full automation, with a target of exceeding 25 million kilowatts of installed capacity from new and clean energy sources by 2030.

Xinzhou will also accelerate the construction of an external transportation network to enhance regional integration and industrial synergy. The city aims to build a prime production and supply base for specialty agricultural products and a hub for industrial relocation and technological commercialization.

Furthermore, Xinzhou plans to renovate and upgrade 324 old residential communities, advance the development of the Yellow River and Xiongan-Xinzhou urban belts, and strengthen healthcare, education, elderly care, and employment services to improve residents' well-being and security.

The city is also doubling down on industry-academia-research collaboration, ramping up policy support to unite key enterprises and academic institutions – accelerating research commercialization and delivering real, tangible benefits to businesses.
