Shanxi province has introduced a series of innovative policies designed to support the growth of private technology enterprises. These initiatives include "computing power vouchers" and subsidies for large-model development, offering comprehensive policy support for the tech sector.

A key component of Shanxi's policies is a tiered cultivation system that helps transform businesses from innovative small and medium-sized enterprises to "little giant" enterprises. The Shanxi Transformation and Comprehensive Reform Demonstration Zone offers a one-time reward of 500,000-yuan ($74,164) to enterprises newly recognized as national-level "little giants" and a 5-million-yuan grant for newly approved national key laboratories.

Recognizing the critical role of research and development in technological innovation, Shanxi has committed over 430 million yuan in 2026 to support tech enterprises through major policies in areas such as tech finance, the commercialization of new technology, and government investment funds.

Furthermore, Shanxi has established special incentives for core talent in the digital economy and emerging industries. In Taiyuan, PhD, master's, and bachelor's graduates receive monthly living allowances of 5,000 yuan, 3,000 yuan, and 1,500 yuan, respectively, with housing subsidies of up to 200,000 yuan, helping enterprises retain a significant number of core technical talents.

These comprehensive measures underscore Shanxi's commitment to fostering a favorable ecosystem for private tech enterprises, driving innovation and economic growth in the province.
