Shanxi province has announced its "15th Five-Year Plan (2026-30) for Human Resources and Social Security Development", outlining 38 specific tasks and nine special initiatives to build a more robust and sustainable social security system.

By prioritizing employment, the plan aims to create 2 million new urban jobs over the five-year period. It also seeks to help reemploy 750,000 urban unemployed individuals and provide employment for 125,000 people facing employment difficulties. 

The plan includes significant reforms to the social security system, targeting a basic pension insurance coverage rate of over 95 percent. It also aims to achieve a 90 percent coverage rate for electronic social security card issuance, ensuring convenient access to social security services.

To strengthen the workforce, the plan commits to cultivating at least 3,000 high-level, urgently needed technical professionals annually. It also aims to add 700,000 certified skilled workers, with a goal of cultivating 700,000 new professional or skill certificate holders.

A skills-oriented wage distribution system will be established to ensure per capita disposable income growth aligns with economic growth. The plan also seeks to enhance the multi-faceted resolution of labor disputes, ensuring fair compensation for all workers.

Shanxi's human resources and social security departments will work diligently to execute the plan, turning the blueprint into real benefits and an improved sense of well-being for the people.
