Shanxi balances green upgrades with emerging industry development

During the "15th Five-Year Plan" period (2026-30), Shanxi province is set to rejuvenate traditional industries with green upgrades while strategically fostering emerging future industries. This dual approach is intended to accelerate the establishment of a modern industrial system.
Shanxi has planned 221 key projects for the transformation and enhancement of traditional industries, with a total investment of 270 billion yuan ($40.24 billion). Through technological upgrades, project initiatives, and policy support, the province aims to achieve "dynamic zeroing" of production lines below the energy efficiency benchmark in key enterprises by 2030.
To achieve peak carbon emissions in industry, Shanxi is advancing a green and low-carbon transition by optimizing industrial and energy structures, enhancing sectoral energy efficiency, and promoting comprehensive utilization of solid waste. Efforts include developing low-energy, high-value-added industries, boosting the share of green energy consumption, and establishing a digital energy-carbon management center to provide carbon accounting and footprint training for enterprises.
Amid a nationwide push to develop emerging industries, Shanxi is targeting seven key areas: new materials, specialized equipment manufacturing, electronic information, modern coal chemical industry, energy conservation and environmental protection, modern pharmaceuticals, and aerospace.
Shanxi is also proactively positioning itself in future industries such as hydrogen energy, embodied intelligence, future materials, quantum technology, and biomanufacturing. By focusing on technological breakthroughs and application scenarios, the province aims to create new growth engines with unique competitive advantages.
