According to the top 100 cases of business environment in China's development zones (2025) released on Sept 7, the case submitted by the Shanxi Transformation and Comprehensive Reform Demonstration Zone, "Using the value-added reform of government services as a grasp to create a 'home for entrepreneurs' service system", was successfully selected for the "government service environment" list.

As a pilot area for reforms in the province, the zone has launched a series of practical and considerate measures. It launched the "enterprise start-up gift package", which included high-frequency services such as business license processing and free seals. The measure has benefited more than 2,300 enterprises to date.

It launched a "value-added service card" integrating resources in nine major fields such as policy consultation and financial support, with more than 5,025 cards distributed, allowing companies to scan the code to enjoy one-stop convenient services.

Meanwhile, the "home for entrepreneurs" consists of a full-chain service ecosystem both online and offline, which features the contact information of investment promotion centers and industrial parks and has helped companies integrate into the regional industrial ecosystem, while also carrying out 21 activities to solve companies' development needs.

The zone also provides free access to shared meeting rooms and features display areas for 11 key residential enterprises, promoting the entire "attracting investment-landing-operation" process.

The zone has established a digital archive covering more than 60,000 market entities, realizing credit evaluation, policy redemption and administrative approval. It has launched WeChat intelligent customer service, answering 211 common business consultations in real time, and launched an intelligent early warning service for expired licenses, which avoided business risks for 143 enterprises in the first half of 2025.
