Taiyuan has released its Low-altitude Economy High-quality Development Action Plan (2025-27)‌, aiming to achieve an overall low-altitude economy scale exceeding 10 billion yuan ($1.42 billion), establish demonstration applications, enhance industrial capacity, and build a pioneering demonstration zone for the low-altitude economy.

The city will accelerate the construction of smart low-altitude information infrastructure, including a flight control service platform to provide airspace/route applications, flight planning, communication, and supervision for all low-altitude activities.

It will also coordinate the layout of takeoff/landing facilities –airports, helipads, eVTOL stations, drone hubs – near transport hubs, logistics centers, hospitals, commercial districts, and scenic spots, while improving supporting infrastructure and operational support.

Taiyuan plans to pioneer industrial sectors such as eVTOLs, flying cars, and industrial autonomous drones, attract major manufacturers, boost local R&D and production capacity, expand helicopter manufacturing/maintenance projects, and strengthen the general aviation industry, while fostering supporting supply chains in carbon fiber, composites, and avionics.

Relying on innovation hubs such as Jinchuang Valley and Taiyuan University of Technology, the city will encourage collaborations between enterprises and universities to establish R&D platforms, focusing on autonomous aviation R&D and industrialization. By 2027, it plans to add at least three provincial-level innovation platforms, forming a low-altitude economy innovation network.
